HSE&S Manager

Job Purpose :

To plan, direct, organize and control the HSES function and its implementation (including HSES arrangements) to protect the assets of the company, to protect license to operate and to secure compliance with HSES standards in alignment with company goals and objectives.

Key Accountabilities :

1. To Develop achievable improvement target for HSE&S in order to ensure the achievement of best           practices level at most elements in the company.
  • Develop strong HSE&S organization, in order to support company’s HSES performance.
  • Assess the HSES historical performance as an input to develop improvement target.
  • Assess organization capability and constraints as an input for HSES target.
  • Formulate and gain agreement for appropriate HSES targets, ceilings, and milestone for injuries, illness, health and hygiene programmed.
  • Develop Site HSE&S Improvement Plan with Management Team as per alignment and approval Regional HSE&S Manager
2. To develop and monitor the implementation of HSES programme
  • Communicate the improvement target by function and by line manager.
  • Facilitate the program implementation and performance monitoring.
  • Assist related department promoting HSES through people and other means of publication.
3. To develop Letter of assurance Commitment and achieve commitment
  • Assess the historical letter of assurance commitment 
  • To construct and monitor the annual HSES letter of assurance commitment
  • Leading the program implementation as per advised by Letter of Assurance Commitment
4. To develop plan, organize, monitor and evaluate all risk assessment activities including hazard                 studies.
  • To identify risks associated with all business process
  • Develop the risk mitigation (critical procedure) to eliminate risks as per HSES standards
  • To facilitate the understanding of critical procedures by all respective functions 
  • To monitor and audit the actual implementation of the critical procedures
  • To evaluate the outcome of hazard studies and propose risk mitigation.
5. To plan and to conduct HSE&S Training.
  • Develop training plan as per competency gap.
  • To facilitate process of improving knowledge & skills of employees in HSES aspects at all level.
  • To provide guideline for the organization in all aspects of business operation in order to ensure compliance HSES standard.
6. To ensure compliance in all HSE&S standard and regulatory requirements in every activities within         his/her working unit.
  • Promote safe work activities in compliance to HSE&S standard & regulation. 
  • Control & manage the achievement of required near miss report of all her team.
Educational qualifications:
  • Minimum: Bachelor degree in Engineering/Science/OSH.
  • Relevant experience:
  • 5 Years’ experience In the area of Chemical Plant HSES Management

Personal characteristics & behaviors:
  • Deep understanding of HSES Management system
  • Good knowledge of government/local regulation (related to HSES aspects)
  • Good knowledge in business operation
  • Strong personality with high integrity
  • Good interpersonal skill and sense of planning
